
Ancillary Structure near to Established Community Facility - Bungendore
This project involved preparing a Development Application for a small ancillary structure associated with an established community facility within a low density residential area in regional NSW.
The proposed structure was designed to support existing activities occurring on site while remaining unobtrusive within the surrounding neighbourhood. Careful siting and design ensured that the building would remain visually subordinate to the primary structure and consistent with the established character of the locality.
The Challenge
Although modest in scale, the development required careful planning assessment due to its location within a residential zone and its proximity to neighbouring properties.
Key considerations included maintaining residential amenity, ensuring compliance with local planning controls, and demonstrating that the proposal would not generate additional impacts relating to noise, privacy, overshadowing, or visual character. The development also required consideration of bushfire mapping affecting portions of the broader site.
Planning Approach
PlanBE prepared a Statement of Environmental Effects and supporting documentation to accompany the Development Application. The planning assessment considered the applicable provisions of the Local Environmental Plan and Development Control Plan.
The proposed structure was positioned behind the existing building and designed to remain visually unobtrusive from the street. Setbacks were significantly greater than the minimum requirements under the Development Control Plan, ensuring the structure remained subordinate within the site and did not impact neighbouring properties.
Access to the site remained unchanged, utilising the existing entry point, and the development did not require any additional servicing or infrastructure upgrades.
Environmental and Site Considerations
The proposal was designed to minimise environmental impact and ensure construction and operational impacts remained negligible.
Stormwater from the structure was directed to rainwater storage with overflow to existing drainage systems. Construction waste was expected to be minimal and managed through appropriate disposal practices. The development site had already been substantially modified, and no vegetation removal was required as part of the works. Erosion and sediment controls were identified for the construction phase to ensure site stability.
Although bushfire mapping affected part of the property, the proposed structure was located outside the mapped bushfire prone area. A bushfire assessment was provided to confirm the suitability of the proposal.
Neighbourhood Impact
The structure was designed to integrate with the existing built form and landscape of the site. With modest dimensions and low building height, the proposal remained well below the maximum height controls applicable to the zone.
Outcome
PlanBE successfully prepared and submitted the Development Application with supporting documentation demonstrating compliance with the applicable planning controls.
The proposal was shown to have negligible environmental and neighbourhood impacts while providing practical improvements to the functionality of the existing community facility.
The development aligned with local planning objectives and was recommended for approval subject to standard conditions.
