Scoping Proposal
A Scoping Proposal is the first step in preparing a planning proposal that seeks to amend local planning instruments, such as zoning or development standards. It is submitted to the NSW Department of Planning, Housing and Infrastructure to outline the intent of a rezoning or planning change before a full proposal is developed.
Scoping Proposal
The Scoping Proposal provides a high-level overview of the site, the planning context, and the objectives of the intended change. It allows the Department to assess whether the idea has merit and whether it should proceed to the more detailed planning proposal stage.

Key elements typically include:
-
The location and description of the land
-
The proposed change (e.g., rezoning or amendments to development controls)
-
The strategic and policy context
-
An initial assessment of potential impacts and benefits

By lodging a Scoping Proposal, proponents can obtain early feedback from the Department and local council, reducing risk and ensuring resources are focused on proposals that are strategically aligned and feasible.
