Earth-Sheltered Home in a Flame Zone

Mongarlowe, NSW

Development consent secured for a large earth-sheltered home in a mapped Flame Zone near Mongarlowe, balancing bushfire, ecological and archaeological constraints with a striking, landscape-hugging design.

PlanBE was engaged to manage the Development Application for a large, architecturally ambitious earth-sheltered home on a rural property near Mongarlowe, within the Queanbeyan-Palerang Regional Council area. Built into a hillside with a green roof system, the home spans close to 1,300 square metres across three levels, along with a shed and swimming pool.

The site is mapped within a Flame Zone, the highest bushfire risk category under NSW planning provisions, which shaped nearly every element of the design and assessment process.


The Challenge


Flame Zone sites carry the most stringent bushfire construction and siting requirements in NSW, and this property also sat within riparian, waterway and archaeological buffers, with a flora and fauna assessment identifying threatened species on site.


The proposal needed to satisfy several requirements at once:

  • Full compliance with AS3959-2018 Section 9 (BAL-FZ) construction standards, including fire shutters to windows

  • Detailed NSW Rural Fire Service requirements covering asset protection zones, water supply, access roads and landscaping

  • Ecological constraints limiting vegetation clearing due to threatened species habitat

  • Riparian, waterway and archaeological buffers running through the site

  • A rural on-site sewage management system

  • BASIX sustainability commitments, including a 100,000 litre water tank and minimum 16kW solar system


Coordinating all of this against a genuinely distinctive architectural vision, cut into the slope with light-wells, an earth berm terrace and long valley sightlines, required close sequencing between the design and consultant team.


Planning Approach


PlanBE coordinated the Development Application and supporting specialist reports, working closely with the architects, ecological consultant and bushfire consultant to align the design with council and NSW RFS requirements from the outset.


The assessment addressed the proposal against:

  • The Environmental Planning and Assessment Act 1979

  • Queanbeyan-Palerang Regional Council Local Environmental Plan 2022

  • Palerang Development Control Plan 2015

  • Planning for Bush Fire Protection 2019

  • Relevant State Environmental Planning Policies


Because the site fell within the Flame Zone, NSW RFS required a merit-based assessment with greater emphasis on construction standards, siting and vegetation management to achieve an appropriate level of protection for occupants and the building.


Environmental and Risk Considerations


The ecological assessment identified threatened species habitat on site, which informed the scale of asset protection zone clearing accepted by NSW RFS rather than defaulting to larger clearing outcomes. This meant balancing bushfire protection with habitat retention, a trade-off NSW RFS explicitly recognised in its assessment.


Riparian, waterway and archaeological buffers across the site further constrained the building envelope, requiring the design and site layout to work within a reduced developable area while still accommodating a dwelling, shed, water tank and on-site sewage system.


Outcome


Development consent was granted, delivering approval for a striking, resilient home that meets the highest bushfire construction standard in NSW while respecting the ecological and archaeological sensitivities of the site.


This project highlights PlanBE's ability to manage genuinely complex, multi-constraint rural developments, coordinating bushfire, ecological and design considerations into a single successful outcome.
