
Rural Health Facility - Moruya
This project involved the preparation and coordination of a Development Application to repurpose an existing rural dwelling into a small health consulting facility within a regional community.
The proposal focused on providing accessible medical services while maintaining the rural character of the locality. The site was located within a rural small lot zone and already contained an established dwelling and associated curtilage. Rather than introducing new building works or expanding the footprint, the project centred on the adaptive reuse of the existing structure.
The development aimed to deliver a low impact health service facility that would support the surrounding rural population while minimising environmental disturbance and infrastructure demand.
The Challenge
Regional communities across NSW face significant barriers to accessing medical services, including long wait times for GP appointments and limited availability of local health facilities. The project sought to address this issue by establishing small scale consulting rooms in a rural setting.
However, the proposal required careful planning consideration due to several factors including:
• The rural zoning of the land
• Bushfire prone land mapping
• Traffic considerations relating to access from a nearby highway
• Onsite water and wastewater servicing requirements
• Ensuring compatibility with surrounding rural residential uses
Planning Approach
PlanBE prepared a comprehensive Statement of Environmental Effects addressing the requirements of the Environmental Planning and Assessment Act and relevant planning controls.
The proposal was assessed against:
• The Environmental Planning and Assessment Act
• Relevant State Environmental Planning Policies
• Local Environmental Plan provisions
• Development Control Plan requirements
• Strategic regional planning policies
A key component of the planning strategy involved demonstrating that the proposed use was compatible with the rural zoning while providing a significant social benefit to the community. The development also aligned with broader state planning objectives that support improved access to health services in regional areas.
Site and Environmental Considerations
The site was already developed with a single storey dwelling surrounded by landscaped curtilage and managed grassland. No vegetation removal was required and the proposal did not involve an increase in building footprint.
Environmental assessment confirmed that:
• The site did not contain biodiversity sensitive land
• No heritage items were present
• Bushfire risk could be managed through standard measures
• The site had suitable access and servicing capacity
The surrounding area is characterised by rural residential holdings and primary production land uses. The proposed development was therefore considered compatible with the character of the locality.
Supporting Reports
To support the development application, PlanBE coordinated a number of specialist assessments to address technical planning matters.
These included:
• Traffic and parking impact assessment
• Bushfire assessment
• Onsite wastewater management report
• Waste management plan
• Operational plan of management
Each report confirmed that the development would operate safely within the site's environmental and infrastructure constraints.
Outcome
The project demonstrated how existing rural buildings can be repurposed to provide essential community services without increasing environmental impacts or altering the rural character of the area.
By adapting an existing dwelling rather than constructing new infrastructure, the proposal delivered:
• Improved access to local health services
• Minimal environmental disturbance
• Low traffic and infrastructure demand
• New employment opportunities within the local community
The development represents a practical example of how small scale planning solutions can address critical service gaps in regional areas while maintaining compatibility with rural land uses.
