A Land Use Conflict Risk Assessment (LUCRA) is a formal study required in New South Wales to evaluate the potential for conflict between different land uses. It is most commonly needed when a new development or rezoning proposal may introduce activities that could impact existing agricultural, residential, environmental, or industrial uses nearby. The LUCRA process assesses how compatible the proposed land use is with surrounding activities, identifying potential conflicts such as: Noise, odour, dust, or chemical spray drift Traffic and access issues Loss of amenity for residents Encroachment on agricultural or environmentally sensitive land By carefully analysing these factors, a LUCRA helps decision-makers and councils understand risks and determine whether mitigation strategies are needed.
